Swiss International University (SIU)

Swiss International University (SIU) is a state-licensed higher education institution officially recognized and authorized by the Ministry of Science, Higher Education and Innovations of the Kyrgyz Republic.

Operating as a forward-thinking, transnational university designed for the modern global landscape, we believe that higher education must be rigorous, borderless, and completely transparent. By leveraging digital innovation and cross-border academic frameworks, we bring world-class educational standards directly to ambitious students worldwide.

Our Heritage and the "Swiss" Identity

The global higher education sector includes hundreds of independent, transnational institutions that operate with international identities. At SIU, our name is a direct reflection of our institutional DNA, our leadership, and our pedagogical philosophy.

SIU was founded and is directed by Swiss nationals and educational leaders who sought to build a truly borderless academic institution. By integrating the esteemed Swiss standards of precision, organizational excellence, and multiculturalism into our curriculum, our founders created a university that honors their national heritage while serving a global student body. Our name is a reflection of our founding leadership and educational philosophy, not a claim to geographic or state-funded status within the Swiss Confederation.

Sovereign Legal Jurisdiction and State Authorization

To ensure absolute clarity for our students, partners, and international regulatory bodies, SIU explicitly defines its legal and operational framework.

Swiss International University operates exclusively under the sovereign legal jurisdiction and educational authority of the Kyrgyz Republic. We are officially registered and licensed by the Ministry of Science, Higher Education and Innovations of the Kyrgyz Republic to design, deliver, and confer higher education degrees specifically within our approved faculties:

  • Faculty of Business & Management

  • Faculty of Languages & Linguistics

  • Faculty of Education

Through a modern Transnational Education (TNE) model, our Swiss directorate manages and delivers high-quality, internationally accessible education from our legally authorized base in Kyrgyzstan to students globally.

Global Network & Swiss Partners

While SIU operates strictly under the legal jurisdiction and state authorization of the Kyrgyz Republic, we maintain a dynamic global network to support our transnational education model.

As part of our commitment to our founding heritage, SIU proudly collaborates with independent academic partners in Switzerland. We currently hold strategic partnerships with two private educational providers located in Zurich (registered locally as a GmbH and operating as an independent international academy) and Luzern (registered locally as an AG and operating as an independent international business school).

Independence and Collaborative Validation:

To ensure absolute adherence to Swiss cantonal and federal regulations, we explicitly clarify that these collaborative centers are legally and operationally independent entities. They are private, specialized educational providers and do not operate as state-funded institutions, nor do they fall under the Swiss Federal Higher Education Act (HEdA).

Because these collaborative centers are fully autonomous entities governed by Swiss commercial law, SIU exercises no regulatory or operational control over their independent educational activities. Accordingly, our partners retain the right to independently issue their own private, non-university certificates or executive diplomas. These independent private credentials may be offered alongside SIU’s validated programs or entirely separate from them, and remain solely the responsibility of the respective Swiss provider.

These independent partners collaborate with SIU to facilitate localized student support, host executive seminars, and deliver specialized curricula. However, following established international academic validation models, all official higher education degree programs, academic grading, and final university qualifications are governed, issued, and legalized exclusively by, or jointly awarded in partnership with, SIU at our headquarters in Osh, Kyrgyzstan.

Regulatory Transparency & Institutional Clarity

As an independent, transnational institution, SIU maintains complete regulatory transparency regarding Swiss national laws.

We explicitly state that Swiss International University (SIU) is a private transnational entity and does not fall under the jurisdiction of the Swiss Federal Act on the Funding and Coordination of the Higher Education Sector (HEdA). We are not a Swiss state-funded cantonal university, nor are we regulated by the Swiss State Secretariat for Education, Research and Innovation (SERI) or swissuniversities.

Consequently, degrees awarded by SIU are proud academic qualifications of the Kyrgyz Republic. They are not classified as Swiss national degrees. When our graduates present their credentials within Switzerland or any other nation, they are evaluated by the respective national authorities as fully legitimate foreign degrees.

Global Mobility: The Lisbon Recognition Convention

Because SIU operates under the official authorization of the Kyrgyz Republic, our academic awards fall firmly within the scope of the Lisbon Recognition Convention (LRC). Adopted under the joint auspices of the Council of Europe and UNESCO, the LRC is the primary legal agreement governing the cross-border recognition of higher education qualifications.

As the Kyrgyz Republic has formally ratified this Convention, degrees issued by SIU are legally protected by the Convention's guarantee of fair, transparent, and flexible evaluation procedures across all 57 signatory member states, including:

  • Western & Northern Europe: Denmark, Finland, Iceland, Ireland, Norway, Sweden, United Kingdom.

  • Central & Eastern Europe: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Moldova, Montenegro, North Macedonia, Poland, Romania, Russian Federation, Serbia, Slovakia, Slovenia, Ukraine.

  • Southern & Western Europe: Andorra, Austria, Belgium, Cyprus, France, Germany, Greece, Holy See (Vatican City), Italy, Liechtenstein, Luxembourg, Malta, Netherlands, Portugal, San Marino, Spain, Switzerland.

  • Asia, Eurasia & Pacific: Armenia, Australia, Azerbaijan, Georgia, Israel, Kazakhstan, Kyrgyzstan, New Zealand, Tajikistan, Turkey (Türkiye), Turkmenistan.

(Note: Higher education institutions in many non-signatory nations, including the United States, generally follow highly similar principles for foreign credential evaluation).

Important Operational Parameters

To ensure clarity of expectations and provide the best experience for our students and partners, we outline the following operational parameters:

  1. Apostille & Legalization: Because SIU operates under the jurisdiction of the Kyrgyz Republic, all academic degrees and documents issued by the university are authenticated and legalized (including the Hague Apostille) exclusively by the competent ministries and authorities in Kyrgyzstan. University documents are not issued, legalized, or apostilled by Swiss authorities.

  2. Institutional Name: The name "Swiss International University" is a legally registered institutional and commercial name within its country of establishment. The use of this name reflects the institution's leadership identity and does not imply financial or regulatory affiliation with the Swiss government.

  3. Regulated Professions: The Lisbon Recognition Convention provides a framework for recognition for academic progression and general corporate employment. However, graduates seeking to practice "regulated professions" related to our fields of study (e.g., licensed public school teaching or statutory certified accounting) in any foreign country are strictly subject to the specific requirements, examinations, and licensing boards of that host nation. While the Convention guarantees a fair evaluation of the degree, final recognition or the granting of a professional license remains entirely subject to the national laws and institutional policies of the receiving country.
