Swiss International University (SIU)

1. Preamble & Institutional Legal Framework

These Terms and Conditions serve as the binding legal agreement between the student and Swiss International University (SIU). By applying to, enrolling in, or utilizing the academic services of SIU, the student explicitly agrees to be bound by these regulations.

All students who are formally registered with Swiss International University (SIU) in the Kyrgyz Republic are subject to the applicable laws, regulations, and academic policies of the Kyrgyz Republic, including those issued by the Ministry of Science, Higher Education and Innovations of the Kyrgyz Republic.

2. Transnational Education (TNE) & Global Partner Hubs

To ensure global accessibility, SIU operates through a Transnational Education (TNE) model in collaboration with independent international academic partners.

Dual-Policy Framework: Students studying through our international partner centers (such as in Switzerland, the UAE, Latvia, the UK, etc...) are subject to a dual-policy framework. These students are governed by the local legal, administrative, and regulatory policies of the respective partner institution in their host country, in addition to SIU’s overarching academic standards.
Joint and Dual Programs: Students enrolled through joint, dual, or collaborative academic programs offered outside the Kyrgyz Republic are governed by the academic rules, regulations, and legal frameworks of the respective partner institutions, which operate in accordance with the laws and education standards of their respective countries.
Transparency & Compliance: Each academic program or cooperation agreement explicitly defines the applicable legal, regulatory, and academic framework in order to ensure transparency, quality assurance, and compliance with the requirements of the relevant national education authorities.

3. Institutional Identity & Swiss Compliance

To maintain absolute regulatory transparency:

Independence from Swiss Federal Law: The institutional name "Swiss International University" is a legally registered trade name in the Kyrgyz Republic, reflecting the heritage and pedagogical philosophy of our founding leadership. SIU does not fall under the jurisdiction of the Swiss Federal Higher Education Act (HEdA), is not a Swiss state-funded university, and is not regulated by the Swiss State Secretariat for Education, Research and Innovation.
Independent Partner Credentials: SIU assumes no legal responsibility for any private executive diplomas or non-university certificates issued independently by our partner hubs (including those in Switzerland) operating under their own local commercial laws.

4. Admission and Enrollment Integrity

Students bear full responsibility for the authenticity and accuracy of all personal and academic documents submitted to the University. The discovery of forged, altered, or fraudulent documentation will result in immediate cancellation of admission, academic dismissal, forfeiture of all paid fees, and potential legal reporting.

5. Academic Policy & Evaluation

Curriculum Updates: SIU reserves the right to modify curricula, graduation requirements, or academic regulations in accordance with institutional quality standards and the directives of the Ministry of Education in the Kyrgyz Republic.
Academic Integrity: SIU maintains a strict zero-tolerance policy regarding plagiarism, cheating, and academic dishonesty. Disciplinary committees reserve the right to impose severe sanctions, up to and including permanent expulsion and the revocation of awarded degrees.

6. Degree Issuance & Document Legalization (Apostille)

Operating strictly under the authorization of the Kyrgyz Republic, the student acknowledges the following graduation protocols:

All official higher education degrees and academic transcripts are governed, issued, and physically awarded exclusively by SIU at our headquarters in the Kyrgyz Republic.
SIU academic documents are not legalized, attested, or apostilled by any Swiss government authority or Swiss embassy.

7. International Recognition & Regulated Professions

Qualifications issued by SIU fall within the evaluation framework of the Lisbon Recognition Convention (LRC). However, students must acknowledge that:

SIU cannot guarantee automatic acceptance of its degrees for employment or further studies at other institutions, as recognition remains subject to the internal policies of the receiving entity.
Regulated Professions: Obtaining licensure to practice "regulated professions" (e.g., public school teaching, statutory accounting) is the sole responsibility of the student and is strictly subject to the specific licensing boards, examinations, and national laws of the country where the student intends to practice.

8. Official Communications & Social Media Disclaimer

Please note that Swiss International University (SIU) does not operate or manage any official social media pages (including, but not limited to, Facebook, Instagram, LinkedIn, or X/Twitter) and our only page is www.siu.edu.kg . Any social media accounts using the University’s name, logo, or branding are completely unauthorized, unofficial, and do not represent the institution. Official communications are conducted exclusively through the University’s official website domain and verified administrative email addresses.

9. Financial Policies & Refund Severability

Fee Modifications: Tuition and registration fees are subject to periodic review and adjustment. SIU reserves the right to withhold academic transcripts or graduation documents if a student has outstanding financial obligations.
Localized Refund Policies: If a student registers and remits tuition payments directly to an independent international partner hub (e.g., an Academy in Switzerland or an Institute in Dubai), the refund policy, payment terms, and financial liability are strictly governed by the local General Terms and Conditions (e.g., AGB in Switzerland) of that specific partner institution, and not by SIU directly.

10. Data Protection & Privacy

SIU is committed to safeguarding student data. Academic and personal records are utilized strictly for educational and administrative purposes. SIU may share necessary academic data with relevant partner institutions directly involved in the student’s specific program, or with employers and verification agencies upon the explicit consent of the student.

11. Limitation of Liability

SIU, its directorate, and its partner hubs shall not be held liable for any delay, disruption, or failure to deliver academic services caused by Force Majeure events beyond their reasonable control, including but not limited to natural disasters, acts of war, global pandemics, severe technical failures, or sudden changes in government legislation.

12. Governing Law & Dispute Resolution

Governing Law: These overarching General Terms and Conditions, as well as the academic operations of the central university, are governed by and construed in accordance with the laws of the Kyrgyz Republic.
Jurisdiction: The student explicitly agrees that any legal dispute or claim arising directly against Swiss International University (SIU) regarding academic services shall fall under the exclusive jurisdiction of the competent courts of the Kyrgyz Republic.
(Note: Direct financial or logistical disputes arising with independent international partner hubs are legally severed from SIU and remain subject to the specific jurisdiction and local laws of the respective partner's host country).
